Why insrtd blck dspr curent lyr when other lyr frzn

A block is created while in layer A.  It's later inserted while in layer B.  When layer A is frozen it also disappears in layer B. Block properties says its in layer B.

The entities you defined reside on a layer. Thus that layer is defined within the block. When you insert the block the main block definition is then located on the layer you insert it on. Therefore it has definition on two layers. Either layer can be turned off, or frozen affecting the display of the objects.
