Print to PDF without Embedded Image

Do you know how to get DWG drawings to print to PDF without the embedded image?  All the fonts and lines look fuzzy in the PDF file.  I've read some articles about making sure the justification is LEFT instead of FIT, and the width scaling is 1.0.  Do you know if there any additional requirements?

I was hoping to see it look like an enhanced meta file drawing, that is sharp no matter what the zoom level is.

Dear Customer,

we'd like to directly investigate the unexpected behavior you highlighted. Please forward a complete copy of the origin drawing, and a sample of the PDF you were able to obtain.
To ensure that all components are present, in the drawing you'd like to print, select the eTransmit option, after you open it in progeCAD, and save the specific archive, in the zip format.

I can't send the drawing because it belongs to the company I work for.  I think it was originally authored in AutoCAD.  I also remembered reading something about using TrueType fonts instead of SHX fonts.
