can not read a tiff file.. does progecad read these files ? or do I need and additional tiff reading program?

Tiff files can not be converted by progeCAD directly. They can however be attached to a drawing and utilized by the hybrid Raster/Vector editing features, and they can be converted by the raster to vector converter built into progeCAD. To access the tools for hybrid editing see the image menu, specifically attach image.

The raster to vector conversion is, while not exactly perfect, a utility that will convert most of an image (dimensions and text is not converted 100% to native text and dimension entities, but rather separate lines and arcs).

This utility is found on progeCAD's add-on menu.
