Is there another way to change the height of the dimension characters other than through the drawing properties?

I have changed the height of the dimension characters from the default of .5 to .1 inches and they still show up as .5 high when I'm dimensioning parts that are less than 2" in size. I go to Format/Dimension Style/Text and make the change there. Is there somewhere else that controls the actual height?

The height is set in your template drawing, whichever you are using when you start a new drawing. The system variable called dimscale can be used to increase or decrease the dimension scale. Thus, it is only necessary to set the actual height of the dimensions and then scale up or down using dimscale.

This may seem obvious but did you click the save button in 'Dimension Settings' after making changes to your dimension in Dimension Styles? I forget sometimes and just hit 'Okay' then wonder why the changes didn't take affect. It happens.
