I believe their is a method to pan using the mouse but I believe it entails using a keypress such as shift or control rather than just the scroll button. Do a search in the help files from within progeCAD and search for real time panning, or something similar to that and you should find the array of different methodes of performing zooms, pans, object rotation, etc. that you can perform with the mouse.

CTRL+SHIFT then hold the right mouse button will effect a PAN. Not as convenient as merely holding the scroll wheel down, but it works.

The problem with the mouse wheel is apparently related to the windows drivers and Logitech's wireless system.

When I disconnect and turn off the wireless mouse and plug in a corded wheel mouse the problem disappears.

What remains to be seen is whether or not I want to put up with the corded mouse or simply try a newer cordless keyboard/mouse combo.
