progeEARTH is not a product which would have a command called mtext. When you talk about progeEARTH there are actually two different pieces of software involved. progeCAD Professional, which is the software that is similar to AutoCAD and supports commands such as line, arc, circle, and yes, mtext. progeEARTH runs inside of, or on top of progeCAD. That is to say that progeEARTH could not operate without the API's or Application Programming Interfaces that progeCAD provides. Thus the majority of menus and commands that you see on your screen are included with the base progeCAD package. Those menus and commands that are specifically for Land Development such as the COGO or DTM routines are progeEARTH telling progeCAD what to do.

So, the question was if progeCAD supports an import function that will allow mtext to import a text file is yes, and no. You can't use any command to import the text file, but you can simply pull up your text editor and select all the text, right click and select copy, and then in the mtext editor right click and select paste.
